Public Hearing on the Proposed FY 2019-20 Annual Budget and Ad Valorem (Property) Tax Rate for the City of Elgin.

PUBLIC COMMENT

Individuals may request to speak on items on t​he agenda, and items not on the agenda, by requesting to speak during the meeting and under "PUBLIC COMMENT" and will be required to fill out a "PUBLIC COMMENT FORM" and present it, along with any material, handouts or information for Council, to the City Secretary prior to commencement of the Council meeting.  Speaker comments are limited to three (3) minutes.

No formal action can be taken by the City Council on items not posted on the agenda.  Items requiring a Public Hearing will allow a member of the public an opportunity to speak during the Public Hearing and does not require submission of a "PUBLIC COMMENT FORM."  Speakers must address their comments to the Mayor or Presiding Officer rather than to an individual Council Member or member of Staff.  All speakers must limit their comments to the specific subject matter noted on the "PUBLIC COMMENT FORM" and refrain from personal attacks or derogatory comments directed at any Council Member, member of Staff, other individual or group.

CONSIDER A REQUEST FROM ELGIN ISD FOR STREET CLOSURES FOR THE HOMECOMING COMMUNITY PARADE & PEP RALLY.

CONSIDER WAIVING FEES FOR COSTS ASSOCIATED WITH STREET CLOSURES AND PARK RENTAL FOR THE ELGIN ISD HOMECOMING COMMUNITY PARADE AND PEP RALLY ON WEDNESDAY, OCTOBER 2, 2019.

AN ORDINANCE AMENDING CHAPTER 42, ARTICLE IV. SOLID WASTE, REVISED CODE OF ORDINANCES, CITY OF ELGIN, TEXAS, , BY AMENDING CHAPTER 42 AND ADOPTING SECTION 42-277 REGARDING TRASH COLLECTION BY THE CITY; REPEALING ALL OTHER ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; AND PROVIDING FOR A SAVINGS CLAUSE

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELGIN, TEXAS TO APPROVE ACCEPTANCE OF A GRANT(GAG-20005) FROM THE TEXAS STATE LIBRARY & ARCHIVE COMMISSION IN THE AMOUNT OF $24,724.00 ; AND AUTHORIZE THE MAYOR TO EXECUTE SAID AGREEMENT.

5.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELGIN, TEXAS TO APPROVE RENEWAL OF AN AGREEMENT WITH STW INC. TO PROVIDE SOFTWARE AND MAINTENANCE SERVICES FOR THE CITY’S FINANCIAL AND BUDGETARY/ACCOUNTING SOFTWARE FOR A TERM OF ONE YEAR; AND TO AUTHORIZE THE MAYOR TO EXECUTE SAID AGREEMENT.

6.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELGIN, TEXAS TO APPROVE AN AGREEMENT WITH ON-TECHNOLOGY TO PROVIDE INFRASTRUCTURE DEVELOPMENT, NETWORK MAINTENANCE AND SUPPORT SERVICES FOR THE CITY’S COMPUTER SYSTEMS FOR A PERIOD OF THIRTY-SIX (36) MONTHS; AND TO AUTHORIZE THE MAYOR TO EXECUTE SAID AGREEMENT

7.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ELGIN, TEXAS TO APPROVE AN AGREEMENT WITH DAHILL OFFICE TECHNOLOGY CORPORATION TO LEASE A TOTAL OF THREE COPIERS FOR A PERIOD OF SIXTY (60) MONTHS; AND TO AUTHORIZE THE MAYOR TO EXECUTE SAID AGREEMENT

8.

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF ELGIN, TEXAS APPROVING AN AFFADAVIT FOR A SCRIVENERS ERROR CORRECTING THE SPELLING OF “ADIRONDAK PASS” TO “ADIRONDACK PASS” ON SHEET 1 OF THE FINAL PLAT IN THE LINEAR FOOTAGE OF RIGHT-OF-WAY TABLE, SHEET 1 OF THE FINAL PLAT IN THE RIGHT-OF-WAY EXHIBIT, & SHEET 2 OF THE FINAL PLAT AS LISTED IN LOTS NUMBER 1 & 6 BY THE ORIGINAL SURVEYOR OF SARATOGA FARMS SUBDIVISION, SECTION FIVE FINAL PLAT.

9.

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF ELGIN, TEXAS APPROVING AN AFFADAVIT FOR A SCRIVENERS ERROR CORRECTING THE SPELLING OF “SCHYYLERVILEE DRIVE” TO “SCHUYLERVILLE DRIVE” ON SHEET 1 OF THE FINAL PLAT IN THE LINEAR FOOTAGE OF RIGHT-OF-WAY TABLE, SHEET 1 OF THE FINAL PLAT IN THE RIGHT-OF-WAY EXHIBIT, & SHEET 3 OF THE FINAL PLAT AS LISTED IN LOTS NUMBER 1 & 4 BY THE ORIGINAL SURVEYOR OF SARATOGA FARMS SUBDIVISION, SECTION FOUR FINAL PLAT.

EXECUTIVE SESSION

The City Council may announce that it will adjourn the public meeting at any time during the meeting and convene in Executive Session pursuant to Chapter 551 of the Texas Government Code to discuss any matter as specifically listed on the agenda and/or as permitted by Chapter 551 of the Texas Government Code.
