Elgin Names Thomas L Mattis as new City Manager!

Mayor Chris Cannon and the City Council have selected Thomas L. Mattis as the new City Manager, who comes to the City of Elgin with lengthy experience in local government and deep professional roots in Texas. Mattis has achieved a successful and diversified career as a City Manager over the past 34 years, having served as the chief executive officer for six (6) different municipalities in three different states.

“Mary Ann and I are very excited about this opportunity to essentially ‘come home’ to Central Texas”, said Mr. Mattis. “We’ve enjoyed our time in Virginia, but are very much looking forward to becoming Elginites and serving the citizens there.”  Read more...

The Friends of Elgin Parks and the Elgin Main Street Board are working together to transform Veterans' Memorial Park, the library, city hall complex, Fleming Community Center, and Elgin Memorial Park into a blaze of holiday lights from Thanksgiving through Christmas.  
The illuminated extravaganza starts with a ten foot tall lighted singing Christmas tree and ultimately, with your help, will include hundreds of thousands of lights on multiple displays. Visit the

Parks Volunteer Day
SaturdayOctober 1, 8 am, Would you like to do something special in your community and assist with beautifying Elgin’s 120 acres of park land?  Join your friends and neighbors for the first ever City Wide Parks Volunteer Day. There will be jobs for all ages and abilities. Civic organizations, school clubs, scout groups, and interested citizens, who wish to help clean, maintain and improve our parks are all encouraged to attend. 
We will meet at 8 am in Morris Park, behind the Fleming Community Center. There will be plenty of breakfast tacos, donuts and other treats to get you ready for a productive and fun morning.  After a brief orientation, volunteers will be divided up to different work sites in the community.  
Volunteers will be assisting with tree and shrub planting, as well as sprucing up flower beds, planting native plants and general park clean-up.  We will focus our work in Thomas Memorial Park, The Triangle at Main Street and Taylor Road and Veterans’ Memorial Park.
At 1:00pm, volunteers will meet back at Morris Park for refreshments, and a special thank you gift for all volunteers.   It takes us all working together to steward and support our community parks!  For additional information or to volunteer, contact the City of Elgin Parks and Recreation Department at 512-285-6190 or

Bastrop County–, a new web portal created by a partnership of cities, counties and the Capital Area Council of Governments (CAPCOG), allows residents to register cellphone numbers and emails to receive emergency alerts by text, email or phone calls about their neighborhood.
“WarnCentralTexas provides residents with reliable information about disasters happening in their communities from their local emergency management and emergency response personnel,” said Eric Carter, CAPCOG Homeland Security director. “It is crucial that people take the time to register their cellphone numbers and email addresses. Protect your family, property and self. Sign up for emergency warnings in your neighborhood by voice, text or email.”
According to Mike Fisher, the Bastrop County Emergency Management Coordinator, this program is of vital importance to our residents. Having timely, verified, and factual information during a crisis is of critical importance to our community, including our business community. Read more

“Understanding Your Grief” Support Group

will begin meeting the second Thursday of each month, beginning September 8, 2016.  The time and locations are as follows:

  • Time:         5:30 to 7 p.m.
  • Location:   Elgin Family Health Center, 902 W 2nd St, Elgin, TX 78621

The group is open to those 18 years and older. The group will provide a safe environment for participants to share their feelings about losses from all situations (death of a loved one, loss of a job, divorce, aging, etc.). 

The group is limited to 15.  Stacey Cunningham and Claydeen Harrell, Bluebonnet Trails Community Services will be co-facilitating the meetings.  All interested in attending the meetings are requested to call and register prior to attending the meetings.

Simply prepare an extra row, sow a few more seeds or plant an extra container of cherry tomatoes. Resources for planting large or small

A new online resource to promote planting small – provides helpful information about planting window boxes.  This information can also be used for larger planting areas.  To encourage folks to  "Plant a Window Box for Pollinators" by using a new, free online tool available at the redesigned People's Garden Initiative website.   The new website shares People's Garden success stories and numerous resources, from videos to checklists, on how-to create a garden that benefits the community and incorporates sustainable practices.

"The website's 'Plant a Window Box for Pollinators' tool is a fun way for gardeners to select native plants for their gardens and, at the same time, help bees, butterflies and other pollinators flourish," said Agricultural Marketing Service Administrator Elanor Starmer.

The People's Garden Initiative works with agencies and offices across USDA and with federal, state and local partners to start and sustain gardens with the mission of growing healthy food, people and communities. USDA's Agricultural Marketing Service, Transportation and Marketing Program oversees the Initiative for the Department

The museum is open five days a week, Tuesday through Saturday, from 2 - 5 pm. Admission is free.

Legal Clinic Open in Bastrop County 

Texas RioGrande Legal Aid (TRLA) has partnered with the Bastrop County Bar Association and Volunteer Legal Services of Central Texas (VLS) to provide free monthly legal advice clinics to Bastrop-area residents.  The clinics will be held on the first Tuesday of each month during the school year. The first clinic took place, January 5th, from 4:15 to 6pm in the library of the Bastrop Intermediate School. For more information: Texas RioGrande Legal Aid

Bulk Trash Pickup
Bulk trash pickup is every other Tuesday. Arrangements must be made in writing, in advance, to be placed on the pickup route by emailing the
 Utility Billing Department or complete and submit a Bulk Trash Pick Up Request.  Deadline for scheduling a bulk pick up is 5:00 PM the Friday before the next pick up date. This is a free service included in the price that City of Elgin residential customers pay for water, wastewater, recycling and garbage service. Trash & Recycling Procedures.

Tires, Whole Trees, Construction Debris, and/or Piles over 3 cubic yards* Do NOT Qualify for bulk pick up. These items must be disposed of by the resident. 
*3 cubic yards is roughly a load that would fit in a standard pickup truck bed.

Remove refrigerants & coolants (CFC’s) from air conditioners, refrigerators, & freezers.
$10.00 minimum charge / $10.00 per cubic yard. Check or Money Order Only.
Tires – $3.00 each - Rims must be detached - Passenger car & light truck tires only.

The Adopt a Spot program is sponsored by the City of Elgin to beautify our community.  The program offers two opportunities for you and your neighbors to play an ongoing role in maintaining an area that needs a little extra attention or beautification – Adopt A Spot Litter Control and Adopt a Spot Beautification. Read more and find out how you can participate!

Community Clean Up days are sponsored by Republic Waste Services and the City of Elgin.  We provide the trash bags, gloves, door prizes and refreshments!  

Available spots: Any spot on public property can be considered for adoption. Available spots are listed on the Adoption forms or you can choose a spot. Please call 512-229-3227 for information and any questions you may have regarding the Adopt A Spot programs.

Elgin has been a Main Street City since 1990. Purchase of these items supports this program which in turn supports downtown revitalization and preservation of our Historic Downtown District.
